When returning to Russia after a long stay abroad, please clarify the rules for importing goods into the Russian Federation.
According to the 2014 customs regulations, goods weighing up to 50 kg and valued at up to 1,500 euros (at the exchange rate on the day of declaration) may be imported duty-free.

Importing Personal Belongings to the Russian Federation: Rules and Documents

Duty-free import of personal belongings to the Russian Federation is permitted for:

  • Foreign nationals with an obligation to re-export the items.
  • Russian citizens who have been abroad continuously for 12 months or more may import personal belongings with a total customs value not exceeding 5,000 euros; a baggage declaration must be submitted.
  • Participants of the State Program for Resettlement of Compatriots and their families.
  • Refugees and forced migrants relocating to the Russian Federation for permanent residence.
Customs valuation: approximately 2–5 US dollars per 1 kg, depending on the type of items.

Documents for Customs Clearance of Personal Belongings








  • Notarized power of attorney + 2 copies (for road and sea freight).
  • Personal presence of the recipient at customs (for air cargo).
  • Copies of passport, visa, Moscow/Moscow Region registration, and work permit (certified by employer).
  • Letter from employer to customs (text provided).
  • Letter for temporary import (text provided).
  • List and photos of cultural valuables.

Documents for Vehicle Import

  • Notarized power of attorney + 2 copies.
  • Letter from employer to customs.
  • Copies of passport, visa, registration, and work permit (certified).
  • Original vehicle registration certificate.
  • Letter for temporary import.

Import of Cultural Valuables

Items over 50 years old (paintings, musical instruments, sculptures, samovars, hand-made carpets, etc.) are subject to registration.
Required:
  • Photos and description (size, material, technique, author, title, year) prior to shipment.
  • 2 sets of color photos and descriptions to accompany the cargo.
  • Items over 100 years old cannot be exported without registration.
  • For items over 50 years old without registration, a permit from the Russian Ministry of Culture is required for export.
  • Additional fees may apply (please consult with managers).

Prohibited Items (Unaccompanied Baggage)

  • Alcohol, medications, food products, cigarettes.
  • Toiletries, batteries
